Generalized Cooperative Delegation Credential

Define the authorizations, duties, and constraints of a delegate who receives delegated authority. Version 3.1 admits custom keys inside the constraints container and inside a duty, so an issuer can express a constraint or obligation the standard fields do not cover; the fail-closed rule on an unrecognized constraint key is unchanged, but it is now enforced by the verifier rather than by schema validation. Version 3.0 adopts the ACDC v2 envelope (acm/JSON: rd replaces ri, message type t, most-compact-form SAIDs). Version 2.0 organized the attributes block into named containers (facet, constraints) with sibling voiding (terminatingEvents) and outbound-disclosure (disclosables) axes, and first-classed duties in the rules block.
